The only pre-launch Bolt promotion I've seen so far was a series of photos of pre-production Bolts going down the assembly line.

As far as pre-orders go, GM can't really do what Tesla did because they don't sell direct to the public -- the dealers would have to take the initiative, which would be like herding cats.
