That's a neat cooling system.
As I understand it, fresh air is drawn from the top of the engine through each bank of finned cylinders, and blown out those two huge trumpet pipes.
Inside the middle of each pipe is the exhaust outlet from each bank of 4 cylinders that propels the air around it basically like the inverse of one of those dyson airblade fans... (high speed exhaust stream in the middle instead of around the outside blowing into a venturi).
Neat for a race car, but I wouldn't want to idle it in traffic... airflow will fall precipitously below a certain threshold and I imagine there's not much cooling effect at all at idle.
