I suggest extending the light faring as far back as possible or practical, perhaps even conforming to the forum's aero-template.

If you have to build a large cone as I did for my hovercraft, you can use your car/truck as a lathe. A longer cone than the one I build is recommended, I had other design constraints.

Your lights are so small that you could clamp a drill in a table top vice and rotate a foam plug from there. Getting the speed slower than that would make it a safer operation though.
