well dmv has changed the rules and now only offers a one time waiver for a smog req. but when the next smog is req. (2 years) they will no longer issue you one and your only option is to fix it or scrap it with the retirement buy back program.

25 year program? i think you are thinking of the 1974 or older extemption.
all vehicles even hyrids are now req.

a humid enviorment would not change the high amount of HC's i have. mine has been listed as a gross polluter because of high HC's and if you check around you will see that the HC's almost disappear when you inject HHO into the carb.

HHO IS NOT WATER! it is a colorless odorless gas that is way more volatile then gas. yes it is made from water but the water stays in the generator only the air like gas comes out and goes to the engine, i hate when people say run your car on water, thats so stupid and not even close to what happens in the process. HHO is very dangerous, very explosive. I use my generator now to weld with.
