I do have experience using an HHO generator to try to pass smog - and it failed even more miserably. This was on an 87 Mercedes 300 with the 3L engine. The HC and CO were a bit high before the application of HHO. The second test with HHO reduced HC and CO only to see NOx double and the car failed.

Fix what's wrong before you throw a crutch at it.
