I think so. Had two days in a row where FCD showed 73-74 mpg for both commute runs. Before this fix (and after cleaning the EGR passages) I averaged more like 70 mpg.
If the vacuum system leaks, that has to hurt things. At a minimum, there was insufficient vacuum to properly regulate fuel pressure. Plus, it tends to mess up the air/fuel mixture ratios.
