Just a guess, but in a well lit urban area yes.

In a dark rural or suburban area I suspect the canopy light would reflect inward, all you would see is black.

From an artistic sculptural aspect, this design succeeds (inside to outside relationship expressed).

From a purely functional or engineering aspect, it needs some work (suspect air flow as well).

Again, just my best guess.

I like it mostly because it stirs my own imagination towards a better solution, and acting as an inspiration for just one person "me" it works.

NOTE: If anyone finds a plan view, please post it.

Needs a longer tail, but perhaps then would not be as good in tight urban areas and in crosswinds.
