Could the technology used in the non-rotating wheel covers be adapted into an aerodynamic design?

What I'm thinking is, baby moon like flush and flat wheel covers that do not spin would act like wheel skirts. And without the disadvantageous problems encountered at the front wheels during turns.

Any ideas on how this may work?

Lazy Susan style turntable bearings?

Those tiny outrigger arms must stabilize the wheel cover, prevent it from rotating from gyroscopic forces. Funny, I don't see those arms in the still picture, they must have added them later on.

EDIT-2

The arms are on the rear wheels only, some views looks like a flat plate, other views like an adjustable rod.
