I've seen this episode a couple of times before and thought it was fairly good.
All it seemed to be saying to me was that if you get a hybrid or any car for eco reasons just don't pretend your better than everyone else who doesn't drive them, or put it another way, "fine, good for you that you bought that <insert car here> just don't be a dick about it".
They also ripped on Hollywood smugness as well with that smug cloud stuff, it wasn't entirely a hybrid driver smug thing.

I'd watch through the lot of it because from what i remember there is a little speech at the end from stan and kyle about environmental responsibility and balance.
