It would be a major headache to implement - maybe do it up similar to how ZipCar does their subscription service? - but a range extending pusher trailer for things like Leafs that could be shared around among the local Leaf community would be smart. That would put the investment to work better.

I don't have an answer for the emissions statements except to recommend the best engine you could possibly install along with the simplest possible drivetrain to minimize losses - chain direct to the drive wheel, I guess. And shape the trailer for whatever aero advantage it could provide.
