The $2 a kw comes figured using the method you described my bill is 99% fees during the summer, its not that the bill is high or that 9.x cents a kw is high, it's that my usage is low.

Historically my electric bill was quite literally $6 a month including fees, now it is physically impossible to get less than a $47 a month bill with zero usage

You do the math, I could easily be off grid and solar because my usage is very small.
