That's an odd situation.

What year is your Civic?

I'm trying to interpret from an Integra shop manual how the speedo, VSS (vehicle speed sensor), and OBD outputs relate to one another.

The VSS has several different wires to terminating points -- any of which could have a short causing the blown fuse, but it may have a direct line to the OBD connector.

If the VSS is operational, then that may be your best bet, and the SG would work.

Another question: do you have Anti-lock brakes (if so, do they work?) That may help answer the question as well.
