That free WiFi must cost the shop loads to have. Not like that they already had a wireless router and just made a public access point on it or such.
But even if it does cost them, people will seek out stops that offer WiFi and just drive by if it doesn't have it.
The free charging does come at a cost to the shop that offers it, but it literally binds their customers to them for a while.
