update

*I've pretty much exhausted what I can do.
*The Toyota training manual flow-chart for diagnostics of the P1300 DLC ended up instructing the tech to 'check and replace ECM'.
*There is no IGT signal voltage (or lack of ) available to the Igniter.
*There is voltage available in the IGF circuit.
*The common-base Bipolar Junction PNP Transistor #1 (biassed between the IGT/IGF terminals) of the ECM is inoperative.
*Either the internal 5V voltage supply,circuit resistors,transistor,or microprocessor is inoperable.
*Without the IGT signal,the Igniter cannot trigger it's own Transistor #2 to turn off,opening the primary voltage circuit,and firing the ignition coil/plugs,plus send the ignition conformation signal back to the ECM.
*I'll have to contact SIA Electronics and just ask them if they actually simulate the actual environment the ECM 'sees' during operation,before releasing the unit back to the customer.
*I've chased my tail for weeks,presuming the ECM was operational,and looking elsewhere for problems.
