I think both cam and crank signals are needed for spark and fuel, but only crank for rpm.

I would check and clean all yer grounds especially the ones near the ECU. It is the simpliest and cheapest thing to do. They will be brown, black/white stripe wires or white/black stripe wires that are bolted to the interior wall with a 10mm head bolt.

Anytime the ECU loses the +B power or ground, the ECU will reset any stored codes and short/long term fuel maps.

Igniter #1 wires might be:
#1 blue/red stripe +B, +12 from the AM2 fuse via the ignition switch
#2 blue/light blue stripe IGT from the big connector on the ECU, pin 23
#3 blue/yellow stripe IGF from the big connector on the ECU, pin 17
#4 brown wire from ground point EE which should be through the distributor to the engine block

Looking into the igniter wiring harness connector, pin 1 is on the left.

The IGT2 wire fer coil #2 is blue/orange stripe wire and goes to the big ECU connector at pin 22.

The IGT/IGT2 wires should go straight from the connector to the ECU with no splice connectors.

*the Crankshaft Position sensor indicated a garbled signal when the DVOM was set @ AC voltage scale (and the tach operates,so this exhausts what I can do there).
*I get the same garbled signal from the camshaft sensor.It's new.It's impedance is okay.
*I have continuity and zero-Ohms between the igniter-to-negative terminal of the ignition coil.
*I have ditto with the ECM IGT-to-igniter circuit.
*I have ditto with the ECM IGF1-to igniter circuit.
*The ignition coil fires if bench tested.
*There is no IGT signal to the igniter.
*There won't be a ground interruption to the negative terminal of the coil without it.
*There won't be an IGF1 signal back to the ECM without it.
*All the grounds are good.

My suspicion right now is that the ECM is not 'repaired'.
After EcoModder I'm gonna dive into the official Toyota electronics tech training course which I have on a thumbdrive,courtesy of my brother.

smoke

I have an alcohol-fogged memory of setting off a green smoke grenade on the nose of a surfboard off China Beach, a couple days before I shipped out.
I was soon greeted by an Apache helicopter!
'nothin' like staring down the barrels of miniguns and rocket launchers.Very sobering!
I bought some smoke canisters years ago and in respect for my neighbors never felt comfortable setting them off.
They're probably ruined by now,exposed to the Texas humidity.

*I've pretty much exhausted what I can do.
*The Toyota training manual flow-chart for diagnostics of the P1300 DLC ended up instructing the tech to 'check and replace ECM'.
*There is no IGT signal voltage (or lack of ) available to the Igniter.
*There is voltage available in the IGF circuit.
*The common-base Bipolar Junction PNP Transistor #1 (biassed between the IGT/IGF terminals) of the ECM is inoperative.
*Either the internal 5V voltage supply,circuit resistors,transistor,or microprocessor is inoperable.
*Without the IGT signal,the Igniter cannot trigger it's own Transistor #2 to turn off,opening the primary voltage circuit,and firing the ignition coil/plugs,plus send the ignition conformation signal back to the ECM.
*I'll have to contact SIA Electronics and just ask them if they actually simulate the actual environment the ECM 'sees' during operation,before releasing the unit back to the customer.
*I've chased my tail for weeks,presuming the ECM was operational,and looking elsewhere for problems.

update update

Called SIA and visited with the tech, who'd worked on the ECM.I explained the results of the Toyota diagnostics and what it implied about the ECU's bipolar junction transistor's importance to the IGT signal/igniter operation/and IGF return signal.
He said to ship it back.
It went out this morning.Hurry up and wait.
Gary (Spirit videographer,2014) is coming for a visit tomorrow,so I'm 'doing' EcoModder today.
I purchased a junk ECM from a 1988 Camry for $5 and tore it down to look inside.Really impressive! Somethin' to play around with over time.
