It may not sound so practical or easily-doable, but it actually doesn't sound so awful. I just think that managing the energy and the load taken by each driveline and modulate the brakes output is too complicated. If you could take input from the TPS and the ABS sensors in order to match the towing vehicle and the trailer speed, that would make things a little easier, but it's still far from backyard-engineering easy.
