I thought of a diagnostic tool for you.
stick on window sealer for your house it's meant to be put on the inside of your windows to reduce drafts. Try to find some that is a push to stick type then you heat it with a hair dryer and it shrinks. Do just the inside window to test the felts... if not tbere then start covering suspect places. No idea how well it sticks
