Might sound complicated at first, and quite bulky, but not undoable at all. I'd probably consider to do so in a turbocharged engine, as long as the turbocharger could be fitted with a water-cooled housing where the steam would be generated. Any other residual heat on the exhaust pipe could be harvested with a setup similar to those older kerosene-powered fridges in order to provide air-conditioning without having to run a compressor out of the accessory belt.
