i wonder if it'd be more efficient to run a steam engine off the cat, lol

I had a hunch that must be the case, vaguely recalling my own experience with low power ones a few years ago. They generate a lot less, don't they?

They are pretty inefficient coolers, and their electricity generation capacity is roughly 1/10th of their cooling capacity.
Do not quote me on any of this, last time i played with them was about a decade ago. And people were trying to optimize the metals in them.

On one of the sites I was looking at, one was touting their new 12% efficient model.

Might sound complicated at first, and quite bulky, but not undoable at all. I'd probably consider to do so in a turbocharged engine, as long as the turbocharger could be fitted with a water-cooled housing where the steam would be generated. Any other residual heat on the exhaust pipe could be harvested with a setup similar to those older kerosene-powered fridges in order to provide air-conditioning without having to run a compressor out of the accessory belt.

And, of course, that is infinitely better than zero! The heat is just wasted otherwise.

What happens to the electricity generated from the TEGs if the battery is full? Heat up a controller?

I'll get to that in my series and give options on what you can do. Basically, you have to figure out what you want to do with it, cause they'll just keep pumping out power just like a solar panel.
