Pretty much everyone I spoke to in line and the people who reserved early on the teslamotorsclub forum expected the loaded cars to be produced/sold first. That's what Tesla did with the S and the X. People lined up outside of stores so they would have a better chance at getting their Model 3 while the tax credit was still at $7500.
