Only useful idiots think individuals can't improve a vehicles fuel economy. A lot of people actually believe that improving fuel economy is some kind of institutional level thing. That takes the engineering department of an auto maker to do it or a team of mechanical and aero space engineering students with university level resources.
Now studying physics and engineering helps, along with several thousands of dollars worth of tools and knowing how to use them helps.
