I remember reading that CARB was responsible for delaying the entry of hybrid electric vehicles into the US market for several years because they were insisting on all electric vehicles.
I have full confidence in the ability of Jerry Brown and the California legislature to try all three simultaneously. I predict the same success as high-speed rail.
