Scotland issues free bus passes to its "Senior citizens" (age 60 +) but I'd still rather pay to use my own car.

I remember reading that CARB was responsible for delaying the entry of hybrid electric vehicles into the US market for several years because they were insisting on all electric vehicles.
I have full confidence in the ability of Jerry Brown and the California legislature to try all three simultaneously. I predict the same success as high-speed rail.

If the batteries ever get really cheap and plentiful then there won't be a need for a ban. EVs would be cheaper to build than ICE cars.
If they don't then it will be an uphill battle.
Let the market sort it out.
Maybe nudge a bit to get it rolling, but if the nudge does not work that says enough.

Battery costs were $227/kwh in 2016. by June 2017 they were down to $140/kwh. They expect them to fall below $75/kwh by 2020. So the battery pack for a P100D would be less than $8,000.

Where in California? It's a big place, you know. If you're in the LA Basin, the Bay Area, or even Sacramento, you might find public transportation. But in the Mojave, the Sierra, the North Coast, or the "Empty Quarter" between Susanville and Alturas? (Neither of which exactly qualify as metropolitan areas, FTM :-))

I do not think people worry about pollution and congestion in the outlying areas nearly as much and I doubt electric cars make as much sense there.
