If the batteries ever get really cheap and plentiful then there won't be a need for a ban. EVs would be cheaper to build than ICE cars.
If they don't then it will be an uphill battle.
Let the market sort it out.
Maybe nudge a bit to get it rolling, but if the nudge does not work that says enough.
