I think battery production at the Gigafactory was the primary bottleneck, at least for now. The alleged problems with body welding seem to be more speculation than fact so far.
Someone on reddit said they toured the factory and saw quite a few bodies moving to the paint shop. I wouldn't be surprised to see Tesla buidling what they could until battery pack production ramps up.
