Agreed. Prisons should be filled only with people who habitually harm others, or commit egregious crimes against others. US law tends to warehouse people both who are a danger to society (murders, rapists), and people who are not very harmful and would be better served by rehab programs (drug users).

I abetted kids who blew up a group of portable toilets when I was in high school. Although prison food was terrible, I have no complaints in how the system treated me, including the compulsory 10hr days of hard manual labor. Some of the guards were dicks, but then again they are still in prison, and I'm out.
