Worst case scenario you could use the working head light to slave a relay and power both head lights directly from the battery or alternator.
This is a common mod for older fords with dim head lights.
I also did this to my wife's car so I could upgrade it to 100w high beams.
Also you could have a bad ground. If you had power at the head light but it doesn't come on.
