The joke was too obtuse. The parties swapped colors, the states didn't swap parties.
Seriously, if you go back far enough Republicans were blue and Democrats were red. Or
vice versa? Factually, all states are purple. The divide seems to be rural/urban.
In terms of regulation, the anarchist solution would be microgrids and voluntary association.
