There will likely be little to no measurable increase in radiation at ground level. But higher up solar radiation will will very likely penetrate the upper atmosphere, like cosmic rays do when solar wind is lacking and increase upper level clouds. Causing some cooling, but shouldn't be anything near mass extinction level.
