Yup. Anytime you EVER have to slow down or stop on a highway/freeway, you should immediately be on red alert for getting rear-ended.

I would have driven off that highway or along the shoulder as far as possible. I've done it before.

I avoided getting pancaked by a transport truck by taking to the shoulder on a highway after entering a construction zone where traffic went from 2 to 1 lane and 100 to ~10 km/h. A couple of other cars I passed followed me when they saw what was coming. The truck ended up stopped in the space we had just vacated.
