I was under the impression torque is improved on the low end by having appropriately small valves - that's the point of Honda's VTEC, isn't it? You have small / fewer valves open at the low end because it still flows adequately, and you get better combustion due to better mixing. More/larger valves open as the engine revs up to let in the extra air needed.
