Uber pedestrian death wasn't a "jump out" or a "step off". They were crossing a 4-lane road from left to right (driver's view). And they
almost made it.
Also, I don't think we can say whether the headlights were any good or not based on a video. I suspect the headlights on a brand new Volvo are waaaay better than my 20 year old Metro, that's for sure.
That said, the Uber (not Waymo) doesn't technically
need headlights (in terms of "seeing" things). They're only there for the benefit of the car's safety minder (who was apparently playing with her phone or something, up to the split second before impact).
