Well, the stop is not caused by problems; they could have continued building at the same rate as they do now.
But they want to increase production for which they need to adapt the production line. Apparently they cannot upgrade it when it is operating.
And their approach works.
Last time they hit a barrier at 1000 cars a week.
They stopped and adapted the lines, then beat 2000 cars a week for 3 weeks in a row.
Now they find another limit, and will address it to get to 4000 a week by May and 6000 in the end of June.
6000 a week by the end of June is actually more than what their January target projected for 7/1/2018.
This is the first time Tesla increases their Model 3 production target, even if just by 1000 cars a week.
