Well I Think that deaf people should have the right away just like any pedestrian or slower moving vehicle like a bike.
This actually is a bit of a problem. In parking lots or leaving crowed areas where there are lots of people they just don't hear the car when you are inching along. I though of putting a little bell or something to chime, for those that can hear. If you can get the AC fan to kick on people can hear that but other wise they will never know your there. Happens all the time.
