Given the position, I'm guessing it's something to do with air hitting the wheels.
Those vanes could be kicking up vortices or creating pockets of air that keep the air from sliding under the airdam right where the wheels are, possibly making a virtual airdam whose effect extends below the physical one right at that specific spot.
The ones on the Spark are also situated around the wheels.
Or (more realistically) it could be a way of simply kicking the air further out to the side so it clears the wheel wells.
