In the 1988,the Texas Governors Office published a report which said that for every $1 invested in traffic light synchronization, that Texas motorists would save $62.
That's why they won't do it.As long as Texas government pension plans (municipal, county, state, and teachers)benefits from fuel sales, there's no incentive for them to do anything beneficial to the taxpayer.
Then they mandate expensive emissions testing for the first 24-years of a vehicles life, while they cover Texas with new real estate development.
Every year, more counties are added to EPA non-attainment areas for ground-level ozone. As I write this,we're under an Ozone Action Day alert.
