During World War-II the US lowered the national speed limit to 35-mph,and instituted fuel and rubber rationing.

I bought a leaf to be our primary vehicle, so for filling half my tank with foreign oil....
I project we are going to go from putting gas in our cars 3 or 4 times per month to less than once a month. Maybe even once every 2 months.

In the 1988,the Texas Governors Office published a report which said that for every $1 invested in traffic light synchronization,that Texas motorists would save $62.
That's why they won't do it.As long as Texas government pension plans (municipal,county,state,and teachers)benefits from fuel sales,there's no incentive for them to do anything beneficial to the taxpayer.
Then they mandate expensive emissions testing for the first 24-years of a vehicles life,while they cover Texas with new real estate development.
Every year,more counties are added to EPA non-attainment areas for ground-level ozone.As I write this,we're under an Ozone Action Day alert.

I've been tangentially following global warming and compiling data since my sophomore year (1977) in college.My internal combustion engine and air pollution class textbook 'said' that carbon dioxide had been an issue for 30-years or so.
In grade school,driving on the way to school,the radio announced the news from the from Mauna Loa monitoring station that there was no longer any place on Earth where there was 'clean' air.
These things don't leave your consciousness.
