I am going with the car is requesting human intervention/response too late in the process which would make that process way more conservative that users would accept.
I haven't been paying attention to the accident rate out in the boonies driving down the superslabs, but I havent heard much about collisions with animals or such, just abutments, traffic, and guard rails.
