Diesel trains are electric.
They would just need to be modified a little to use overhead power or 3rd rail power. Then where there is no external power or if the power goes out, just fire up the diesel engine and keep going.
Right now the widely adopted limit is 125 amps. Proprietary chargers can be higher.
For the leaf your max charge power is around 50kw (125 amps at nearly 400vdc)
Even that takes a 3 phase 480v connection running 100 amps, or about 70hp worth of power.
