Aerohead said that it was 99%. I shared the picture because whenever I hear of inductive charging for cars it is from the ground.

Two inductive paddles touching each other with zero gap is nothing like trying to discuss inductive charging with coils embeded in the road shining their field up to the underside of a moving vehicle. It doesn't work practically.
.
Modifying all of our heavy rail diesel with an electrified contact however is a no-brainer and should be our first priority in building out electric transport infrastructure. Regular diesel trains could still use the same track. And be retrofitted to run on electric rails where possible and switch to diesel where needed.

Wireless over-the-road charging would involve plasma discharges and EDM pitting of the inductor plate.

Diesel trains are electric.
They would just need to be modified a little to use overhead power or 3rd rail power. Then where there is no external power or if the power goes out, just fire up the diesel engine and keep going.

Right now the widely adopted limit is 125 amps. Proprietary chargers can be higher.
For the leaf your max charge power is around 50kw (125 amps at nearly 400vdc)
Even that takes a 3 phase 480v connection running 100 amps, or about 70hp worth of power.

I really don't think that we have any idea what a real 1000 year flood looks like.

Sure, we know what a "1,000 year" flood looks like - they look like these floods. The whole point is that, with climate change - we are getting these severe events MUCH more often.
