That's full power. Good enough to drop the 0-62 mph times by about a second and a half. I believe they limit it to preserve the motors and batteries.
The amount of time it can sustain modest assist, on the other hand, is unknown to me. But I do recall that the AC compressor couldn't run with the engine off... which, in a tropical country with some of the worst traffic in the world, is the number one reason people have for buying a hybrid.
