The Chevy Volt does not need access to charging, but without charging the battery it's not a very good choice. You can expect ~40mpg on gasoline in one.
EDIT: According to Dashboard-Light, statistically a Chevy Aveo scores a "zero", or "Chronic reliability problems", the worst score they can give a vehicle. The Sonic also scores a zero. These are some of the worst vehicles on the road.
The Kia Rio scores a 3/100 overall, but the 2012-2018 model years aren't nearly as bad, scoring around a 50.
