The disaster in Laos is tragic, but not customary for hydroelectric power. There have been dam busts and lives lost before, but all in all hydroelectric is relatively safe, better than any carbon based fuel.
According to wikipedia coal is the biggest killer per energy provided, then oil and biomass.
Nuclear is safest, apparently. Tell that the Ukranians and Japanese, though.
