Thee is already technology to avoit nuclear wast and ensure nuclear fuel. Regeneration reactor can turn poor uraniun into plutoniun, and generate no waste. But the problem it's political, since plutoniunm can be used in nuclear weapons. Who will ensure the unities in a nuclear power plant will not sell the plutonium ?
And most reactors are not fools proof. Regeneration reactors I'm not sure if can be self turn-off in case of problems. In my country, for example, rifles exclusive from army forces end in the hand of violent drug dealers.
