The hazard with 4,160v power is arc flash.
It's 3rd degree burns faster than you can blink your eyes.
But the enclosures are designed to contain this type of fault.
People using it would be in no more danger than people filling up cars with gasoline.
All the hazards are limited to the guy working on the charger system when it breaks down or needs service or anyone dumb enough to try and open the panel to see what's inside or trying to steal the copper.

The last big battery breakthrough was the lithium nickel manganese cobalt oxide batteries we use today in most hybrid and electric cars that was invented in 2008. It was supposed to be something like double the energy density of last lithium battery breakthrough.
I have found that "doube" turns into 5 to 20% real quick when the batteries are exposed to a little reality.
