These 54mpg cars are going to be expensive which will keep old cars on the road even longer especially down south where they don't rust out.

One estimate,is that the higher MPG would add $2,300/car.
For CAFE purposes,carmakers are allowed 135-mpg for EVs,towards their fleet calculation.Sales of these would help achieve the target.
SAM's Club/WalMart/COSCO/B.J.'s could manufacture a 100-mpg HWY People's car,for members only,selling at cost,as a patriotic gesture,and member perk.
Anti Trust laws could be waived as an incentive.
