comparison values between 30mpg/54.5mpg
I ran some quick calcs. using 13,746 miles per year/per vehicle,$2.50/gallon for fuel,and a light vehicle population of 220,000,000 vehicles.(from the World Almanac)
With a CAFE of 30-mpg,instead of 54.5 mpg,over the course of a 12-year vehicle lifespan,American motorists will see:
*an extra 543,787,200,000 gallons fuel consumption.
*at an extra $1,359,468,000,000 expense
*And an additional 10,658,230,000,000-pounds of CO2 released into the atmosphere (@ 19.6-pounds/gallon)

Also you have to figure that 220,000,000 vehicles aren't going to be hitting an average any where near 50 mpg for a long time.
These 54mpg cars are going to be expensive which will keep old cars on the road even longer especially down south where they don't rust out.

I don't think 54 mpg vehicles need to be expensive.
The 3rd Gen Insight has no gearbox, just a 1500 cc engine, a pair of clutches, a battery, a motor and a generator.
Nor do you have to adapt your driving style much, most owners do indeed get better than 50 mpg from it.

Honda has already been in trouble at least once for customer complaints about people not getting anything near the EPA rated MPG?

You mean the lady lawyer whose Civic Hybrid did not get anywhere the EPA economy? In downtown New York, during rush hours?
My Honda's economy is nowhere near the EPA rating. Should I sue them?

That not-invented-here complex, quite prevalent among major automakers, is also challenging to those MPG goals. Hell, nowadays even major American truck manufacturers who were more favorable to outsourcing are resorting more frequently to in-house designed powertrains like their Euro counterparts already used to do...

You're absolutely correct!
My noodling reflects a very primitive model.I did want to establish what a 30-mpg world looked like,compared to 54.5.
Only 17.13-million new light vehicles sold in 2017.
One estimate,is that the higher MPG would add $2,300/car.
For CAFE purposes,carmakers are allowed 135-mpg for EVs,towards their fleet calculation.Sales of these would help achieve the target.
SAM's Club/WalMart/COSCO/B.J.'s could manufacture a 100-mpg HWY People's car,for members only,selling at cost,as a patriotic gesture,and member perk.
Anti Trust laws could be waived as an incentive.

Let's take the perfect car: A 2000 Civic HX manual. What would it take to make that car get 54 MPG? I honestly do not know, but I averaged 44 MPG on a teenage car with 200,000 miles. We have members getting that.
Done!
But wait! We can't have nice things! Nobody is laughing about the nitrous oxide lean burn makes! Let's use complicated schemes like hybridization and other modern gimmicks! How much would it cost to make a car like a Civic or Accord get 54 MPG? Five or ten thousand, if people do not drive like idiots.
Well, I guess that we are doomed.
People do not want $20 - 30,000 cars that get 54 MPG, they want $50,000 trucks that get 18 MPG.
How did we become the dominant species?
