In terms of horsepower, yes. In terms of torque, no. For hauling and towing with a vehicle that's already heavier, more torque at the lower RPM ranges is more useful than higher horsepower at the higher RPM ranges.

This is why truck engines are tailored to have more torque from the OEs and why aftermarket camshaft manufacturers offer "RV" camshafts.
