Governs wants super genius here and there to create super waeapons. But for overal population... Maybe to overal population they just want dumb people since such kinds are easier to manipulate.

I'm sympathetic to the role of government keeping a loose hand on people to avoid permanent catastrophe from something that otherwise is a temporary problem. I'm also sympathetic towards the need for government to look after the commons. This goes against extreme libertarianism.
