Back in the day the Leaf came with "Long life mode" as a default setting. This limited charge to 80%. The EPA downgraded the range of the leaf to an average of the default and max charge, to 90% of the max range. They claimed that many owners would not know how to change the default setting, and would therefore never get the claimed range.
Instead of changing Long Life Mode to default off, they simply eliminated the feature in 2014+ models. Probably a marketing thing too, since long life mode implies that charging to 100% will not give you long life.
Reminds me of a conversation I had at Best Buy once where the employee was giving me the hard sell on "black tie protection", which is just an extended warranty. I asked why I needed it, and he said if I didn't buy the extended warranty then as luck would have it, the product would break tomorrow. I told him I'd just return it if it broke tomorrow. Then he said that actually it would break after the 90 day return window. "Why are you selling me crap then?", I asked. He stopped pressing me to get the stupid extended warranty.
